
Inc.com reports on a new study released by the Small Business and Entrepreneurship Council, which found South Dakota, Nevada, and Wyoming to be the most entrepreneur-friendly states.
The surveyors evaluated each state's public policy climate for small businesses. Rankings were based on 29 major government imposed or government related costs, including state and local property taxes, personal income tax, number of health insurance mandates, crime rate, and electric utility costs.
Other states that ranked high include Alabama (4), Washington (5), and Florida (6). States that were deemed unfriendly included Rhode Island (48), California (49), New Jersey (50), and The District of Columbia came in dead last for least friendly policy environment for entrepreneurs.

I can certainly agree on California. I live there! It's not that hard to set up a home business, but the cost of living is just ridiculous.
